Who are you under the PPWR rules?
Many e-commerce sellers are unaware of their specific obligations because they operate in multiple roles simultaneously. Each role carries different requirements:
Producer
You introduce packaging or packaged products to an EU country's market for the first time.
Your duty
involves EPR registration, paying recycling fees, and issuing the Declaration of Conformity.
Importer
You bring goods from non-EU countries and place them on the EU market.

mirrors the Producer's obligations, including labeling and recycled content requirements.
Distributor
You resell products within the EU through your online store.

New PPWR rules take effect in 2026
Starting August 12, 2026, the first stringent EU packaging regulations will come into force. They go far beyond current EPR registrations, with further requirements being phased in gradually until 2040. Your company must adapt its logistics and procurement processes across all key areas:
Design for recycling (mandatory from 2030)
All packaging will have to meet recyclability classes A, B, or C. In practice, this means the end of multi-material courier poly mailers or bubble wrap—the law will enforce the use of mono-material, certified materials that are easy to process. Class D packaging will be withdrawn from the market.
Reduction of weight and volume (mandatory from January 1, 2030)
No more shipping "air." The law will mandate a perfect fit between box size and product dimensions, eliminating unnecessary fillers or empty spaces.
Labeling and information (mandatory from 2028)
A uniform labeling system will be introduced across the EU with clear material pictograms instructing consumers on which bin to use for the box and which for the tape. For reusable packaging, a QR code for cycle tracking will become mandatory.
Minimum recycled content (binding targets from 2030)
Your procurement department will have to order mailers and shipping boxes containing a legally mandated percentage of recycled raw material—e.g., for PET bottles, the minimum is 30%. Higher thresholds will be introduced in 2040.
Reuse and refill systems (first sectoral targets from 2030)
Online stores (especially in the fashion and beauty industries) will have to implement reusable packaging, in which customers receive their orders and can easily send back potential returns.
Extended Producer Responsibility (EPR) (registration mandatory from August 12, 2026)
Registration in local systems (like LUCID in Germany) and precise reporting of every kilogram of packaging placed on the market remains the foundation of the entire system. PPWR harmonizes EPR rules across the EU—however, each country will continue to maintain its own registry.
EU Declaration of Conformity (DoC) (mandatory from August 12, 2026)
From the very first deadline, you must possess technical documentation—along with manufacturer or importer identification on the packaging—confirming compliance with PPWR requirements. You must store it for 5–10 years for inspection by control authorities.

Yes. EPR is mandatory across Europe for packaging and batteries, and most markets also require it for electronic equipment (WEEE). Having these numbers is an absolute prerequisite to start selling on marketplaces.
How long does it take to get registered?
Registration time depends on the country. Fully digital systems, like Germany, typically issue numbers in 1–2 weeks. Countries requiring manual verification and additional contracts, like France or Spain, need 3 to 6 weeks. In Poland, registration in the BDO system usually takes up to 30 business days, although in practice it often goes faster.
What do marketplaces require?
Amazon or eBay will block your listings if you do not provide valid registration numbers specific to a given category (e.g., a LUCID number for shipping boxes or a UIN for built-in batteries). Duni EFF obtains these numbers for you.
What is the difference between a product fee and EPR (Extended Producer Responsibility)?
A product fee is a financial penalty for failing to achieve the required recovery or recycling levels.
